An occasionally dense but ultimately bravura text that sought to draw out the consequences of globalization for political theory. Cohen performs the difficult but important feat of combining themes from international security with international political theory and international law, and in so doing, gets to grips with questions of political order in a way that many other books fail to do, as they remain frozen at the level of foreign policy or inter-state relations.
